Construction of a dual two-lane carriageway of approximately 1.8km long with cycle track and footpath across the Junk Bay mainly on viaduct of which comprising a 200m Eternity Arch steel bridge, over the main navigation channel;

Construction of an approximate 210m long cycle track and footpath ramp to the waterfront promenade on the western side of Area 86 of Tseung Kwan O with ancillary lift and staircase provisions; and

Construction of associated junction improvements works, traffic control and surveillance system, civil, structural, marine, electrical and mechanical, landscaping and as well as environmental protection and mitigation works.
